They were to keep the picture for a period of two weeks and then pass it on. To add to the mystery of the picture, it was passed on by only one person. You gave it to that person and requested it be passed on to on to another and they would choose who to give it to. This was the way it was handled through the years, the idea being to protect the people receiving the picture from anti-worshipers before and during the war.
